    A share-first-plan-second policy for efficient cooperation in a multi-modal transportation corridor

    Cooperation in transportation networks has been a cornerstone of policies towards more sustainable transportation, aiming to improve the modal split and increase the fill rates of transportation resources. Effective cooperation between transportation firms requires some form of joint planning, which is often challenging to implement from an IT perspective and difficult to sustain due to the reliance on advanced planning software. In this paper, we present a simple but effective policy for cooperative transportation that does not require a complex joint optimization of operations. In this share-first-plan-second policy, cooperating firms first develop a cyclic schedule for a fleet of shared transportation resources and then assign their shipments to the transportation resources in real time. The policy performs nearly as well as a jointly optimized planning of operations while not requiring advanced IT systems and planning software. Finally, the share-first-plan-second policy exhibits robustness against deviations from planned transport operations, enhancing its practical applicability

    Automatic Discovery of Political Meme Genres with Diverse Appearances

    Forms of human communication are not static -- we expect some evolution in the way information is conveyed over time because of advances in technology. One example of this phenomenon is the image-based meme, which has emerged as a dominant form of political messaging in the past decade. While originally used to spread jokes on social media, memes are now having an outsized impact on public perception of world events. A significant challenge in automatic meme analysis has been the development of a strategy to match memes from within a single genre when the appearances of the images vary. Such variation is especially common in memes exhibiting mimicry. For example, when voters perform a common hand gesture to signal their support for a candidate. In this paper we introduce a scalable automated visual recognition pipeline for discovering political meme genres of diverse appearance. This pipeline can ingest meme images from a social network, apply computer vision-based techniques to extract local features and index new images into a database, and then organize the memes into related genres. To validate this approach, we perform a large case study on the 2019 Indonesian Presidential Election using a new dataset of over two million images collected from Twitter and Instagram. Results show that this approach can discover new meme genres with visually diverse images that share common stylistic elements, paving the way forward for further work in semantic analysis and content attribution.Comment: 13 pages, 14 figure

    Measurement of DNA oxidation in human cells by chromatographic and enzymic methods

    The European Standards Committee on Oxidative DNA Damage (ESCODD) was set up to resolve problems in the measurement of DNA oxidation that have resulted in varying estimates of the extent of this damage in humans. HeLa cells, sent to members for analysis, were either untreated, or treated with light in the presence of a photosensitizer to induce different amounts of 8-oxo-7,8-dihydroguanine (8-oxoGua) in DNA. Laboratories employing HPLC with electrochemical detection were able to measure the induced damage with similar efficiency; dose response gradients for seven of the eight sets of results were almost identical. GC-MS and HPLC-MS/MS, employed in three laboratories, did not convincingly detect the dose response. An alternative approach to measuring base oxidation employs the enzyme formamidopyrimidine DNA N-glycosylase (FPG) to convert 8-oxoGua to strand breaks, which are then measured by alkaline unwinding, alkaline elution, or the comet assay. Ten laboratories used this approach; five were able to detect the dose response in cells treated with photosensitizer plus light (at lower doses than for chromatographic methods, because the enzymic methods are more sensitive and less prone to spurious oxidation). Median values for 8-oxoGua (or FPG-sensitive sites) in untreated cells were 4.01 per 106 guanines for chromatographic methods, and 0.53 per 106 guanines for techniques based on FPG. © 2003 Elsevier Inc.SCOPUS: ar.jinfo:eu-repo/semantics/publishe
